Following Dairyland Vice President, Strategic Growth John Carr's Feb. 28 testimony before the U.S. House of Representatives Committee on Natural Resources on permitting reform, coverage included this articleCo-op Leader to Congress: Environmental Review Process Must Be Streamlined. Carr testified at the hearing during a discussion of the BUILDER Act. His remarks and testimony were on behalf of both Dairyland and the National Rural Electric Cooperative Association (NRECA).

Carr emphasized the importance of modernizing the permitting process, noting the current federal process delays clean energy deployment and raises energy prices through inefficient reviews and costly litigation. Two essential Dairyland projects, the Nemadji Trail Energy Center (NTEC) and the Cardinal-Hickory Creek (CHC) project are examples of why modernization of the process is needed.
